Conflict resolution doesn't work because bullying isn't about conflict. Bullying is about the abuse of power
Anger management is not a solution. The bully is not angry. The bully is generally a happy, unsympathetic manipulator. Bullies aren't angry with their victims, they just abuse them.
Zero Tolerance sounds lovely, but it isn't a solution. Students should know what bullying is, and that it won’t be tolerated. However, school bullies can’t be productively excluded from school.
